    When the USA and USSR are being played, and when there is more NATO/Warsaw.


    If someone else would be admin I would gladly play USSR, but I see that isn't going to happen so it looks like my conquests stay in HOI. :p

    NATO and Warsaw are automatically at war, and it is non negotiable. Nation who are not in NATO or Warsaw however start off neutral (Besides Cuba). There are rules to even that, communists nations can either stay neutral or be Warsaw unless an event happens changing that or you have my say-so. Also some nation can only ally with NATO like South Korea or South Vietnam.
