Enforcing rule of law is the most important role of the state. If the PLO is incapable of doing so on the territory they claim, then they either do not have control of that territory or they should not be considered a state.

The PA is fully in control of the entire West Bank, and have sole sovereignty over it. The places they claim are irrelevant to their legitimacy as a governing body. Besides, in the case of a Palestinian state, Israel will most certainly get the best of the borders, meaning that even if Palestine could control the exterior territories, it wouldn't be necessary. If your referring strictly to Gaza, before there is a Palestinian state , the PA does need to oust Hamas and claim full control, as Gaza is a area they have been granted, and thus are responsible for.
