Why does he have to be the upholder of Syndicalism? After he divides up South and Central America he still has the constant Entente harassment to get rid of. He could take it steady, besides, if he gets the Bharyita Commune in India on his side and deals with the Australasians, he'll be in a very powerful position in Asia. He doesn't need to just rush head on at the Germans.
If he wanted too he could set up a base of operations in Liberia, and use it to harass Europe with subs while hes off doing other shit.
I'm not saying he should rush into Germany, I'm saying he needs to start playing the Great Game before his doorways into the far corners of the World are closed. Brazil should be his highest target. In less than a year they will be annexed by La Plata and when they do Stalin will have a bitch of a time getting back into South America. I'm assuming Stalin isn't stupid enough to attack his own Syndicalists in Centro-America, so he'll need to do a landing, and that's just asking for a pain in the ass. Anyway, your right, I did overlook the Australasians. They must be delt with so the West Coast isn't constantly harassed and so that Stalin is able to maintain any hold on India he develops. The point of the Great Game, and I would say the Syndicalists in general, is to try and win the war before it even starts. Develop connections and alliances everywhere. For example, the CNT-FAI will come in very handy if they they control Spain. You can use them as you personal Transport to France, and they'll be great help fighting French and German and Italian armies. Stalin will ultimately be leading the charge into the next Weltkrieg, but he'll have a lot better odds of not getting hacked down by German hordes if he has half the world backing him up.
He can allways allow the Germans to win at first and then come in and save the day and be the hero of the socialist world.
I say let syndicalist Spain fall, than rush in and conquer them and make a puppet in Spain. A free Spain would make thing a lot less interesting as he would be able to control what a post-war Europe would look like if he used Spain to attack from. But first make sure Brazil wins the war for South America and deal with the Austraasians
I believe he should create a Grand Socialist Alliance, including Mexico, The Union of Britain, Brazil, and the CNT-FAI (and of course Canada). With the alliance, he should stabilize Brazil's situation in South America, then help the CNT-FAI take control of Spain, then lead a Grand D-Day invasion. All of that would be pretty exciting to watch. Edit1: He could also conquer Spain then make a Puppet, following ME's idea. Edit2: I also would like if he made Russia Socialist by invading through Alaska.
He should team up with Scotland and invade china through Taiwan while the Brazilians invade Spain to conquer Germany with the French.

The last time I played Formosa had a godlike amount of divisions. He hasn't got a chance if he conducts an amphibious invasion, he'll just break against them. If he bombs them for a year, maybe.
I know, it's totally useless, but I'd take out that Caribbean Federation (or whatever it's called) in the future Mexican Campaign. All they are going to do is harass your Cuban allies and maybe destroy some industrial capacity in Florida with constant bombing raids. Better to swiftly rid of them and bring syndicalism to Tropico...I mena...the Caribbean, and you'll make the sea into a syndicalist lake.
He should save Brazil from capitalist agression, that's because Brazil is a great forward Naval Base to start a landing on Iberia.
