Basically they are implementing a system for DOTA 2, where good players get stuff for cheap and bad people have to pay more for it. Users can vote one another up and take a shit on each other.

Do you seriously not see the problem? People will vote you as an asshole no matter what and it is asking for abuse if group of assholes just constantly vote up each other and are being a giant dicks at the same time.
