Go after the Tosa on Shikoku, you'll have a easily defensable island with more cash flowing in, then using your strength on honshu move in to destroy the clan next to you, cant remember the name atm, then build up your navy via Shikoku and army via honshu, and crush the obama with a combined naval and land assault, then seize yamashiro and restore IMPERIAL GLORY!! just a suggestion.
