    Yes, both the Liberals and Conservatives have weighed voting systems were members from certain regions have votes which count for more. For example the conservatives have more more members in Alberta than in Atlantic Canada, but members from Atlantic Canada votes' count for more. The logic being that the regional issues of Atlantic Canada will not be trumped by that of Alberta. However it's fairly easy to make the argument that this system is fundamentally unfair.

    It's not the government itself. Its internal party process. In the House of Commons every member has an equal voice regardless of party or region.

    To be honest I am not quite sure. I am certain there are some regulates to insure against voter fraud and what not, but most of the political parties in Canada have vastly different methods of electing their leaders. I shall do some more research.
