    Not really, unless:

    A: you haven't played either CK 1 or 2

B: your looking at the surface

MM is simulating a Government (Player) put through several situations created by random "Events" (I dont mean literal events but situations rather.), just like EU3, the player shaped his country the way he wished and goes through its lifespan as he wishes.

Crusader kings 2 is about managing your dynasty and family, everything is done with your families future in mind, the player always head of the family controls a single man who is in control of a title. CK 2 is a improved version of CK1 both cosmetically and gameplay wise, CK II is the game I wanted the original CK to be

I am a MM and CK fanboy, I like both, But:

You can not compare a dynasty simulator with a country simulator you are looking at the wrong things, you can win at CK as a Count with 1 province, whilst in EU3 types games you need a good country with several provinces and a strong government.

If your judging by your definitions then you can't compare MM with EU: 3
