Disclaimer: I mean could the world turn into the Fallout Universe. This is what I'm thinking. Supose China and Russia get in and alliance and declar war on the United States who is in an alliance with Panama ( just for the fuck of it! ) And both sides have about 50 A-Bombs. Now... there is only a certain radus a nuke can cover! And what would happen to those towns in the middle of nowhere. And what about the countries that weren't involved in the war? Would they be safe heaveans?
I think it could i mean one way or another. Nuclear winter, Radiation poisoning or the slow starvation of mankind, The radiation killing off all we need necessary to survive. It would slowly starve out our kind and drive us into extinction.
Nuclear Winter is a theory with little grounding to support it. I find it hard to believe we could kick up enough dust to block out the Sun for more than a few weeks. Also just 100 WMDs would do almost nothing to any country not directly struck or not in the immediet vacinity. (For instance, if Panama was nuked, Costa Rica might have trouble, but Peru would be fine.) Even if the majority of Mankind was wiped out, it would find a way to survive.

During the Cold war there was a couple times we're it got very close however until (i think the 70s) we still had to deliver the atomic bombs via flight instead of ICBM. The Korean war---Mind you, MacArthur wanted to invade China The Suez Crises--- If you don't know it look it up, or ask some really old Egyptians. and the Cuban Missile crises would be the closet we ever come, however neither side wanted to be the ones who triggered a nuclear war.
I think the conservative estimate is 18 H-bombs and then we've shifted enough earth into the atmosphere to blot out the sun. I mean, if 18 have already been used then I can't imagine it stopping there, and there's also the more traditional nuclear effects; fallout, radiation, contaminated food and water, EMP, major cities wiped out, etc. that would have even greater impact on us. But nothing that we couldn't outlast. The death of the autotrophs would be an entirely different catastrophe, however, and would damn our species pretty deeply. If the sun goes dark then we simply lose any long-term prospects for continued civilization, unless we can use the chemically receptive autotrophs as a new food source, and even then it wouldn't be much of a civilization. As it stands we do have the capacity to end our species, but in the relatively near future I think we'll negate that capacity with increased survival strength brought on by technological developments in agriculture and energy.
That wasn't a very serious position though. Lots of people thought we needed to force our way back up the Peninsula and take over Korea, but not many wanted to invade China. Invading North Korea would've kept the world fine, we would never have attacked China - thus no threat of nuclear war. That wasn't a Nuclear Threat at all. If anything the events just before were a Nuclear Threat because Israel threatened to go Nuclear if America didn't bail them out.
If there was a major Nuclear War I could see some thing like fallout maybe happening but so much of the Worlds population would be dead and so many things that are necessary to survive would be gone. If mankind did survive I would think that little groups of people would form towns and would fight over resources with other towns and groups.
The entire thing was going directly into North Korea would have brought China into the war, thus one of the better options on the drawing board was to invade/ use nukes on Chinese Cities to cripple them. Mind you China was helping the North Koreans out so much it might as well have been war. The real question is would the soviet union get involved or stay giving minor support to the North Koreans. The threat was entering world war 3 (Depending what the soviets did) and thus there was the threat of nuclear weapons.
Our civilization was dumb enough to at one point believe exterminating 11 million people was a good thing. We must start building vaults now!
They have some already in the Mojave that are worth alot of money to get into and will support people up to a year or two.
