It seems that all the council races, including humanity, are trying to do the same thing. Get people to help them, and then get angry at others when they feel there own homeworld/colonies need to be dealt with first.
refusing the reporter wasn't necassarily the smartest thing to do, supposedly she's supposed to be a very helpful war asset, just remember stalin, renegade or no, this is not like the other two games, the decisions you make will HEAVILY influence the war effort or not, refusing war assets left and right are most likely going to result in failure of the battle to take back earth.
Actually the quote comes from Jean-Baptiste Alphonse Karr, "plus ça change, plus c'est la même chose"—"the more it changes, the more it's the same thing", usually translated as "the more things change, the more they stay the same," (Les Guêpes, January 1849).
Udina said "the more things change the more they stay the same" that was one of the quotes from MW2. No wonder these polititions are so incompetante. They used modern warfare for quotes and advice
